General things to make sure is all cables are connected properly and that when you connect your heatsink you make sure it's on properly and you use the proper amount of thermal paste (pea size).  Other than that it's really a case by case thing.  It's pretty straight-forward but there are plenty of videos on youtube to help out if you need help with it.

 

Edit:  As far as Windows goes, just go with what's cheaper.  There won't be a difference in OEM or retail.

Trouble shooting advice: pay attention to LED's and read the motherboard manual. most of the time your motherboard will be trying to tell you whats wrong with your computer, or at least help narrow it down. read your motherboard manual if you have any issues with troubleshooting. Also, make sure you plug your PCIE devices into the correct PCIE ports. plugging them in just anywhere can cause problems (again, RTFM if you're unsure about where things should go)
