So I have my $1000 desktop which I use for gaming and video editing and I want to upgrade it to handle all of the new games at max settings at 60fps at 1080p and also be able to edit videos better I don't have a budget yet but any upgrades that would really help the computer be better I will save up for the part to upgrade it later this summer season.

Why would you get 2 500GB unequal speed drives for $85 when you can evidently get a 1TB 7200 rpm drive for $47?

Video Card: MSI GeForce GTX 950 2GB Video Card  ($149.99 @ Amazon)

The GTX 950 is too weak to even hit 1080p60. With the money you would save by switching to three 1TB Seagate Barracudas, you can get an RX 480 for $200 which is much faster than a 950 and would max out games at 1080p60.

Ah I see, had the impression that you were planning to upgrade to what you listed.

I was just wondering what parts I should upgrade to from what I currently have on my machine I was thinking maybe a RX 480 when it comes out because it's only going to be a little more then I paid for my 950 and will be alot faster then my 950

The only two worthy value upgrades you can make to your PC would be a 500GB SSD because that will speed up your editing and rendering when you put your OS and your software on it, and the other upgrade will be the GPU which would improve your gaming.

If you have the money for it, a core i7 4770k would be another upgrade, but that isn't much faster than the 4690K anyway.

Honestly the parts you have are fairly good across the board for 1080p except the GPU. However if you want to top out games at max graphics at 60 fps, a RX 480 wont be enough for that. you would need to crossfire them, or get a single 1070. a RX 480 will do a good job of 1080p, but it wont be able to keep every AAA game pinned to 60 all day long. you will experience frame dips and such. and in the really extreme games it probably wouldn't even reach the 60 fps mark (again, this is assuming MAX settings). If you dont mind turning a handful of settings down a tad, then you could likely get away with the 480, but if you want truly maxed settings, get 2 in crossfire, or a 1070.

Other than your gpu though, theres nothing I could really recommend to upgrade in your computer. Solid CPU, 16gb ram, large enough PSU. storage options are your own. not a bad build all around.

I'm thinking on getting a cheap 120gb SSD and a core i7 would be nice but they are expensive and the core i5 gets the job done

I am considering a RX 480 as a upgrade from the 950 and also if the 1070 has a variant I like then I'll go for that but mainly I like the RX 480 because I don't have to fork over so much money for a next gen GPU and I can just simply move my 950 into my other gaming desktop that I keep at a family members house that I visit a lot that has a AMD A8 7650k and a 650ti

Get an SSD for your OS, programs and main games. Then upgrade your GPU to the RX 480 (Released June 29th) or you could wait for the GTX 1060 and see which one is a better option. If you want a CPU upgrade, get a Xeon 1231 v3 or an i7 4790K. They both cost more than 200 though.
