Don't use those PSUs. They are bad. I'd recommend anything from EVGA/Seasonic/XFX/Coolermaster (some of their PSUs)

I have to get a new monitor first, becuase I am using my kitchen tv, then I will probably get a modular PSU that's better

The CX430 is 80+ certified, and therefore, has some powerline spike suppression. But, if you are really concerned about powerline spikes or surges - with any PSU - you should get a separate surge protector. (Usually built into a "power bar")

 

If you don't get a power bar surge protector, then it would be safest to turn off or unplug the PSU, but not very convenient.
