Steam downloading is always a lot slower than your actually speed and nothing beets a cable for speed consistency but the reason for chrome may just be the server on the other end tbh there is so many variables but for example I am meant to get 36mbps from BT but when downloading on steam through a cat5e cable.       ( max 1 gig a second) I get 4.5 Mbps idk exactly why I'd imagine it's there servers way of coping with all data coming in and out from downloads and such just try a cable for a way of testing it to see if it fixes the problem that's the best I can suggest at the moment

I think I have have cracked it mate. Basically from reading the faq section it seems that internet speeds are done in mega bites per second or Mbps but file storage and stuff is done in megabytes basically 8bits for one byte so your 8mbps connection = to 1MBps (MB-megabyte) (mb-megabit) so unfortunately it seems that steam operates in megabytes so 1MBps is the max you can get
