How to use a laptop as a router?

Well, I am trying to get my laptop to become a wireless router for myself (running standard Windows 10), since my college WiFi/LAN is really annoying, and the only way I can connect my 3DS to the internet is by creating a hotspot with my laptop. I know this is possible, since I downloaded an application that was able to do this. The only problem is that this program is a demo that only allows for half an hour of uptime at a time. Is there a way to create a WiFi access point with my laptop, which is connected to ethernet, without having to pay money for the full program?

The functionality is built right into Windows 10 if you have a WiFi card that can go into access-point mode.  Just click on "Mobile hotspot", and right-click to set it up.

 

I have it set up there to share my laptop's 4G LTE connection, but I know it will share a wired Ethernet connection as well.
