Have you been into Crimson Radeon Settings in Overdrive tab? (hint - there's a scroll bar)

My 290x don't have GPU Temp control as well, maybe just GCN 1.2 or Fiji feature?

 

Anyway what is the VRM temperature? Since it's Asus model better if you use Asus GPU Tweak for extra control.

It's probably just Asus. 

I've try ed other software and none have target temperature.
