It's perfectly safe to do any overclocking provided you're cooling it properly and not pumping boatloads of voltage through it.

is it safe to run gpu hynix memory 24/7 with a overclock over 1600mhz ? stock is 1425mhz

well my card has no triple overvolting or anything like that, so only thing I can do is rise core voltages, but not memory voltages. Temps are never higher than 76-77C under heavy loads(benchmarks, GPU intesive games) and sit somewhere between 35-50 at idle (with ambient at 25-27C)
