Now I have built a new PC, but I forgot to buy a new monitor. I found these two: http://aoc-europe.com/en/products/g2260vwq6 and http://aoc-europe.com/en/products/g2460vq6

I don't really care about size, so the difference between them is dynamic contrast. First have 20M:1 and the second one have 80M:1. If you have something better to recommended, I would be interested in the following things:

1. Max budget 175USD. (i can go to 190 if it will worth)

2. FullHD or better and VESA mount is really necessary.

3. Size: 21" up to 24".

4. Utility: gaming but isn't really necessary to be in that category.

5. I would have liked to have: Flicker-Free and AntiBlueLight.

6. I don't care about speakers because i already have speakers, so a monitor with DVI should be good but one with DisplayPort will be awesome. (Because i have a GTX950, so 3*DP and 1DVI and 1HDMI which is already used).

Hate to break it to you but neither of those is even close to 1M:1, never mind 80M:1.  That's dynamic contrast, and you can read more about how useless it is on the first link in my sig :)
