Technically the expected life of the CPU will decrease if you increase the voltage above stock levels. However, unless you are doing serious overclocking above the average overclock, the wear on the CPU won't be enough to shorten it's life for a normal persons use. Typically you would end up upgrading before it even gets close to dying.

If you don't have enough horsepower to do your tasks, then yes, give it a try. If you are not sure whether or not to buy a new CPU or GPU, then yeah, maybe an overclock will be enough to make it perform better. If you are going to buy a new CPU, why not? Otherwise, if everything fits your needs, just stay with your stock speeds or even downclock a little, IMO it's not worth the extra power and heat, which translates to more noise and higher bills.

It's like candy: feels good, and you can have a bit of it no problem; but if you exagerate on the dose, it'll bring problems....
