CPU core speed full while only 7% taskmanager

I just looked at CPU-z and what I saw is that my core speed is at 3700 MHz all the time! And task manager says that I only use about 10% of my CPU.

I already looked at my power options and put the minimal CPU usage down but it didn't help.

Last week I do know that I had a problem with the Locky virus but I got rit of it using malwarebytes, or so I think.

 

Hope you guys can help me... (and fast because maybe it's the locky virus)

Your CPU will refresh its internals once ever 1/3700th of a second. All CPU-z is saying is that the CPU is processing new information in only 10% of all of its refreshes.

hwmonitor says the same, does that also mean the same?

pretty normal, only if you're doing next to nothing it throttles down (my cpu is at 3-4% at 1 Ghz)
