does it happen when any sound plays? outside of game or in.

part of me says try a cheap usb sound card and see if it goes away. but if it's only in csgo, the game is the problem, not the source.

Is your outlet grounded? It might say on the power strip. For a while my 3-pronged outlet was not, and it was causing highly irritating static, and since it has been grounded it stopped. If this is the case then another thing that happens is if you make contact with your skin and the end of a USB cable that's not plugged into your computer (but the other is of course) then the static would go away since you're shorting it out. It's very, very voltage so you probably won't even feel it but if that's the case then you should really get the outlet grounded, which might cost money but an ungrounded outlet is bad news for computer equipment.
