Plug your headphones into the motherboard not the front panel.

Is it only while playing that specific game? Or is it all the time?

Then it's probably the game. Don't know how to fix that, I  would guess re-downloading it.

Nah reloading hasn't done anything but didn't realize it but the static is all the time.

does it happen when any sound plays? outside of game or in.

part of me says try a cheap usb sound card and see if it goes away. but if it's only in csgo, the game is the problem, not the source.

Will work for electronic components and parts

Is your outlet grounded? It might say on the power strip. For a while my 3-pronged outlet was not, and it was causing highly irritating static, and since it has been grounded it stopped. If this is the case then another thing that happens is if you make contact with your skin and the end of a USB cable that's not plugged into your computer (but the other is of course) then the static would go away since you're shorting it out. It's very, very voltage so you probably won't even feel it but if that's the case then you should really get the outlet grounded, which might cost money but an ungrounded outlet is bad news for computer equipment.
