My brother will make a build based around the 1070. How is the build overall? He prefers a black/red theme btw. The budget is 1100 but he will stretch if he has too. Anything he should change?

Defiently add an SSD, I'd recommend a samsung 850 EVO

16 GB of ram wouldn't hurt either.

 

If you have to cut down on the cost after adding these, get a cheaper MOBO and hold off on the LED strips+additional fans

Adding an ssd is quite doable. The after market fans are not needed. A slightly less expensive, but good quality motherboard and a better psu that is currently very well priced.
