Passcode locked Iphone 4S

My friend got a locked Iphone 4S since no one claimed it for awhile, and they want to unlock it to use it for music.

They can totally reset it or whatever... but, nothing is working and it's keep asking to connect it to the user's Itunes.

 

Is there any way to unlock it/reset it?
