My friend is building a new pc

He wants to go with this: http://pcpartpicker.com/p/NPFBgs

I am advising him this:http://pcpartpicker.com/p/NZzznQ

My argument is that he could go with a quad core right now and a r9 380x and then upgrading later to a polaris or pascal gpu.

this is his reasoning for pairing an i3 with a gtx 970 right now:

yes but gpus are expensive. my point is an i3 6100 is 80$ on the deal i found so if i upgrade within 6 months im losing out on 80 dollars. if i go with a 380x instead and upgrade gpu within 6 months how much am i losing. 230 dollars

its not about performance rn. im just trying to not waste an unneccessary amount of money. basically ill have to just have 6 months of not as good performance.and after upgrading cpu. ill have 2 years of awesome performance.

So what should he do

For a Gaming PC, the GPU should be ~40% of the total budget. Its the most important Part.

get the i5 and cheaper GPU.

That little core i3 will require an upgrade almost immediately, it's not quite good enough.

Neither. Buy that i5 and use the iGPU until Polaris comes out. Be patient young ones.
