Sony vegas rendering help

So im having a weird issue with sony vegas where if i try to render a video into a .wmv format it will render for 1 second, stop and then render for another second. it will continue to do this for the entire length of the video and its causing my render times to double, its also only using 40% or my cpu (4.5 Ghz 3770k). if i render it to any other format like an .mp4, it will render at proper speeds (5 seconds for my 9 second video) but the video wont play and shows up as a 0Kb file. ive also tried rendering it in an .avi format but that resulted in a 500Mb file for 9 seconds of video. im not sure what else to try but its really annoying when a 15 minute video that used to take 10 minutes to render is now taking 25-30 minutes and no other codecs are working. any ideas?
