As far as the chip goes, no difference at all.

 

However, the dual fan version would have a better cooler system, which means a cooler and / or quieter GPU. It can also GPU Boost higher, as well as being able to OC a bit higher due to not being limited by thermals.

Different board partners (MSI, Gigabyte, EVGA) sometimes like to completely rebuild the card a bit using a custom PCB, memory configurations, and coolers completely different from the reference (or founder's, but let's be real, reference still isn't great) designs from Nvidia/AMD. Usually, these custom designs offer a few advantages over the stock card such as power delivery, cooling, and acoustics.
