Well, I mean you could DOWNGRADE your 390 to a 960 or something but I'm sure that's not what you had in mind.

 

Upgrading is basically the only way to fix it.

Downgrading might not be the worst thing in my case taking the games I play into consideration. If I downgrade to a 960 will there still be a bottleneck?

Having the 960? 

It will decrease, considering the R9 390 is better.

but you will get NO bottle neck, just make sure you have a stable amount of RAM at the same time. (cause that can cause FPS problems) \

So it should all even out.

Let's just review what a bottleneck is, real quickly; one or more parts of your system are forced to wait for another part of your system, and can't operate to their full potential.

 

Ideally, in terms of game performance, your GPU is your bottleneck. That means your GPU almost always at 100% usage. This isn't bad for your GPU, if you have adequate cooling.

 

In your case, your CPU is the bottleneck. The CPU (well, more specifically, one of the cores) is almost at 100%, so your GPU has to wait. If you downgrade your GPU, it won't be as powerful, so your GPU will be 'waiting' less, as it has more work to do. In the best case scenario, your FPS doesn't change at all.

 

UPGRADING, on the other had, gives you a more powerful CPU, so now your GPU doesn't have to wait for it anymore. This increases your FPS. Ideally, of course. Make sure you ARE getting a better CPU!
