You know how when you hit shutdown on your computer, it closes everything on your screen, leaving nothing but your wallpaper for a second before it turns off? Ever since I installed a new CPU, this wallpaper step takes about 15-20 seconds, slowing my restart time enough for me to care. Ever seen this issue?

 

Windows 7

Intel i7 4790s

Asus B85M-E

GTX 970

Corsair Vengeance 2x4GB 1600MHz

Thermaltake 700w PSU

Samsung 840 evo

WD Blue 1TB

 

I had to update my motherboard and install Intel Management Engine Interface to get the i7 to work with it. Maybe it's related.

I Probably reinstall Windows on my computer more often than most. It's been about a month. It seems to happen no matter what, even if I shut it down immediately upon boot with no start up programs.

That is odd. My only guess is its a component of the OS that is taking its time. Im not familiar if all the new Services provided with Windows 10. However if I had to take an educated guess, its the OS its self. I know some Windows Services are safe to disable. Maybe see if you can find a list that are ok to disable and see if one of them is the cause. 

I just want to sit back and watch the world burn.

Which version of Windows? I've noticed mine takes longer to shut down since moving to 10
