What laptop is it?

And are you sure you aren't mixing G-sync and V-sync together?

its a G751JY asus laptop and I have vsync turned off in all my games. Its happening in the witcher 3, fallout 4, the division. If I cant find a fix soon I'll have amazon send me a new one but this is really starting to annoy me.

And only in those games?

Also take a look into the Nvidia control panel and see if V-sync is forced off in there or if any framerate caps are active (or adaptive V-sync).

Are your drivers up to date? If yes then i would contact Asus customer support.

Figured it out and it makes me feel really stupid so Im not going to say what solved it. For anyone with the same issue if you fix it youll know what I mean.
