I am looking into a PSU for this: http://uk.pcpartpicker.com/p/GZkVqs and I found the Corsair CX 550M. However, after doing some research I found that it is only rate for full power below 30c. Would this be a problem for this build and if so what are some good alternative PSU's?

Yes - the standard is 40*C and the good ones are rated for 50*C

30*C is bellow average

Go for a SeaSonic M12II EVO 520W

The EVGA GS or G2 are good options (550W), but they can be hard to find in stock in the UK right now. They're about £65 - £75 but excellent quality.

If you're not concerned with looks, you can get a better performing build (in non-CPU/GPU areas) for less:

You're paying a lot of money for stuff that really doesn't matter. The specific R9 380 you included is more expensive and IMO doesn't have a better cooler than the Sapphire Nitro. The Z170 board doesn't pair well with the non-K CPU, so it's extra featureset over the B150 is pointless. And so on. If you like the looks of your build and place value on that, then just use the PSU I'm including here.

It's rated for 40C. You are thinking of the older CX 430/500/600. The newer CX*50M are much superior to the older units and will power that system as well.

That's the older one - the bad one

Newer ones (while labels) are better but also cost more
