No cpu boot

So I've been troubleshooting for a while about my new pc build that is stuck in a bootloop. The fans turn of for 5 seconds and then restart. I get no display output. I tried turning it on without a cpu and it did the exact same thing. Does this mean my cpu is dead because the mobo is not recognising it? Like im trying to determine wether the cpu or mobo is faulty. The psu if fine and im pretty sure the ram is ok. Also, a side note, I have no other cpu or motherboard to test with :(
