Laptop Fan Speed Controlling for a Beginner?

Okay, so I would like to know if it would be safe to run my laptop's CPU fan at top speeds at all times and what percentage that would be on PMW% in SpeedFan. I am greatly new at this and would love as much comprehensible information as possible. If there is anyone who can explain basically how it works, what it does, how to do it, and anything else like that in it's entirety I would be unduly grateful. If my first statement doesn't make any sense I apologize. My laptop, and keep in mind this is a laptop, is a Toshiba Satellite S855 with an Intel Core                           i5-3210M processor 2.50 GHz, some things point toward it being dual core and others say quad core and i'm quite confused on it although I believe it is quad, 6.00 GB of RAM and Intel HD Graphics 4000. Keep in mind I don't really care about sound and if it would be unbearable please include information on what all things do for fan speeds.
