Im needing a power supply (preferably not over 60 pound (can go slightly over)). 

It needs to either be modular or have fully sleeved cables,

Be a good brand and not blow up,

Have good cable options but not excessive,

2X 6pin power cables (not essential but would be nice)

XFX XT series are as bad as the CX series.

The 8350 will seriously bottleneck anything over the 380 without some serious overclock, and cross firing or sli-ing is usually not recommended.

If that´s the maximum of your budget, that´s a pretty much as good as you´re going to get. Just get a decent cooler and overclock the shit out of your 8350, you won´t find anything a good experience unless you do so.

The H7 would be better than the 212, but neither would be able to let you oc to hell. The H55 would do better as a water cooler, but still wouldn´t allow anything too crazy.

This would be a better option.  The Xeon is better when gaming, and in highly threaded applications.
