I think it depends more on the method of payment. Debit cards tend to take money out of the bank at notice of purchase. Credit tends to pend for a day or two at least in my experience. However any way you look at it there should at least be an authorization hold on your account. Which effectively holds the funds until payment is accepted. This is more of a question for your bank or card issuer because your at there mercy. To my understanding of how paypal works, the money will then go to paypal and paypal will give it to the buy, but the money is held in the buys paypal account for a certain time, to make sure there are not disputes on the transaction.
