explorer.exe and shell32.dll have stoped working

So Windows 10 has been giving me troubles recently. Once i sign in, all i get is a blank screen, forcing me to ctrl alt del to open up task manager, where i can manually launch all of my exe files for my browser and steam. when i go into the windows event viewer i see that i am getting errors saying that shell32 cannot be accessed and explorer.exe is failing. I have already replaced both by copying them from my dads identical win 10 install, and when i run explorer.exe again, the bottom bar shows up for a second, then goes away. I really do not want to reinstall my OS, since that means i will have to redownload all my applications, which will take over a week with my internet. I am at a loss on what to do and am hoping someone will be able to help.

in place upgrade. Use the media download tool from microsoft and click upgrade this pc now. It replaces system files but leaves programs  and files intact.

the only thing i am able to find is the media creation tool
