im using Corsair Link 2, ive tried possibly everything i can except creating custom and it still does it... the stock fans seem to have no problems but the stock fan seem to create this high pitched noise.

Try just running them on direct 12V connectiong - just to make sure the fans themselves are ok and rule that out. Then, may be an issue with the PWM controller?

Well, the fans work fine if u connect it to the motherboard PSU or the h100 fan ports. AP121 arent PWM theyre 3 pin fans/
