budget gaming pc (HELP!)

I am in the market for a budget gaming PC to build by myself. I am looking for around 400$ to spend. 

I just want a PC where I can do light to medium gaming on while i can have a fast pc (don't know if this is possible with this budget.). where i can do Office work on and browse the internet, ... 

hope there are options available?

You could probably put together a decent build with an i3 and gtx 950, but honestly at that budget you're probably better off to go second hand.  Buy the hdd and maybe psu new since a lot of times they are cheaper new with rebates.  But, for example, near my house on Craigslist there is an i5 4570 for $100, and a z87 atx board for $75.  I bought 24gb of ram (1333) for $25 a couple months ago, corsair ballistix. You'll end up with a much nicer rig if you go second hand, although there is obviously some risk.

you can get a used gtx770 for 160 euro and a i5  4460 for 110 euro on ebay

how is he going to need a 960 for cs:go and a 2500k for office work?

for 400 euros you're better off buying used parts. there are usually deals on eBay and Craigslist, you just gotta keep a eye out.
