Game idea

I've got a game idea, It's going to be a strategy game. The way it would work is like a massive menu. I don't really want to give much away about it, so I'm looking for the best program I can use to make a game for Android that would be played like as if you were in a menu. Like one of those "Country simulators" in the Play Store. If you know what I mean.

If all you want are menus the android SDK already provides you the tools to do it

I'd be adding images and changeable text (Like a health meter), would that work?
