Nvidia and Error Code 43...?

I'm currently trying to help a friend out, he has an older system with a GT 640 installed, and he is getting error code 43... I have tried reinstalling drivers, DDU in safe mode and reinstalling drivers, and even reinstalling windows... Still Error code 43... 

What's causing this and what can I do to fix it?

Just as a note, I have tried a few fixes that people claim work from youtube, reddit and Guru3D.
