Hello i am looking for a gaming PC that is under 400 us dollars

Well, buy used because that is a very small budget. Maybe a 750ti with a Pentium? Let me see what I can do and I will edit this post.

GPU: XFX RX 7900 XTX

CPU: Ryzen 7 7800X3D

I hope 4 dollars over isn't too much to ask. Also there aren't any rebates, since I don't know whether you'd want to go through those hoops.

If you want a cooler, then pick up a Cryorig H7 or a CM EVO 212. They are about 30 dollars and run quietly and do a good job. Put if you use the i3, then there really isn't a need for a separate cooler. If you go for the Pentium, an Athlon, or the FX series (something that can overclock), a cooler would be nice. Instead, you could spent more money on a better case, or power supply, a better motherboard (maybe H97), or jump for a SSD.

You could get a g3258 with a cooler and overclock it to the max, and concentrate on the GPU.

You could do that, but the price of a g3258 and a cooler is the same price as a stock cooler and an i3. In games, the i3 is going to be stuttering less and have less frame drops. And even if the Pentium and the cooler would be so much cheaper, there aren't really many GPU's that are going to beat the 950 (at $125) for price to performance. The cheapest 380 or 960 would be $180 (w/o any rebates).
