What makes a topic "sticky"?

Life is pain. Anyone who says any different is either selling something or the government.

Basically just a post that is useful and helpful that can be used as a reference post for many other users. It normally has a general overview of the topic; for example, the Water Cooling 101 offers a breadth of knowledge and frequently asked questions (FAQ) to help first timers get the gist of Watercooling. It should be free from personal bias as it is for information, not personal opinion on the matter.

'Sticky-ing' a thread will make it appear at the top of that sub-forum all the time making it easily accessible for everyone.
