How about a budget?

i am on a low budget and i built a gaming pc last night and have been trying to get to the bios but my pc has not given a signal but will turn on and i have troubleshooted all of my other parts and the cpu is the only one not working

Call AMD customer support and see if you can get them to replace it. Usually they will replace it ( or at least with Intel they usually replace it).
