I think he may be using the Windows 8 style task manager. Mine says something similar, and I believe that is the threads per second calculated.

 

As far as overclocking goes, no.

If you are only using 6-11% of it, what could you possible benefit from an overclock?

 

Also your hardware may not even support overclocking. I can't tell you, since you didn't list it.
