Questions, is your friend going to use WiFi and use DVD's? And personally, I'd use a WD Black, but that's because I don't have good experiences with seagate.

I would buy a refurbished copy of windows off of amazon for £30 and upgrade it to 10 instead of paying that amount.

At 1080p, that 2gb 950 should keep you above 40 fps at medium-ish graphics.
I might look at getting a different PSU, though. Something Seasonic or XfX.

1) you dont need that thermal paste, the hyper 212 comes with a tube if im not mistaken, save some cash

2) buy dual channel ram kit instead of two individual ram sticks, its better

3) wd blue instead of barracuda all the way lol

4) 950 is fine, but i would personally up it to 380 4g or 960 4g, most likely 380 for better DX11 and DX12 performance

5) not a great psu, change it pl0x

6) get windows cheaper from subreddit microsoftsoftwareswap

 

-sigh- feeling like I'm being too negative lately

Also the FX 6300 is getting pretty old, so may want to consider getting the i3 6100.
