follow this guide, I've had the same issue as you. When I did this, it worked for me.

What sort of effects have you applied to the video?  And how long does it take to render that 20 minute video?

This tutorial for adding a GPU into the list is mainly for nVidia GPUs, not AMD.

20 minutes to render a 20 minute video?  And the only effects you applied were audio effects?  Sounds about right to me.  Try adding a GPU acceleration supported effect and see how that affects the GPU usage.

Did you read what I said? I clearly said it worked for me, I've got an AMD 7950.

If you read what the OP wrote, you'll notice OpenCL rendering is already working.  Also, in CC 2015 the OpenCL and CUDA supported cards text files are gone.

 

The only text file left is under After Effects, for Ray Tracer which Adobe already announced that people should stop using it as they will no longer support Ray Tracer.

I do know that. Like I said, I had the similar problem. And it resolved the problem.

There was no difference sorry 50% cpu and 0% gpu

Open Adobe Premiere Pro, Click on file after than, go to the bottom and click on project settings and then click on general

You added video effects that supported GPU acceleration?  And there wasn't even 1% GPU usage?

 

Then I guess Premiere and Media Encoder doesn't think the GPU is necessary.

LOL ok, anyway what I mean by GPU accelerated effects is:

  • Go into Premiere Pro's Effects Panel
  • There are 3 gray icons that look like Lego bricks, the first one is "Accelerated Effects", the second "32-bit color" and third "YUV effects"
  • Click on the icon for Accelerated Effects, apply several of them to your video and see if the render utilizes the GPU.

FYI, on my workstation I am currently rendering out a 7 minute video with Media Encoder.  In Premiere I have applied four effects that support GPU acceleration and on my TItan X dual SLI setup, the GPU usage is just under 10%.
