I have a gtx 970 scc and my cpu is a i5 23-20 and i know im getting bottlenecked with my gpu but i loaded csgo today and my frames where fcked. I usually dont have a problem with csgo. Ive tried lowering every setting to its possible lowest and i still cant keep a frame rate above 144.

Forgot if CS:GO has a frame lock. But if you cannot go above 144 exactly, then it is something restricting your frame rate to your monitor.
