My CPU cooler (Cooler Master Hyper TX3) is hanging off my CPU. The block is about a quarter not touching the CPU. I've been using this PC for a couple of months but i'm guessing it's no helping my teams and therefore fan speed and therefore noise. Is it worth it being put back on in the right position and if so should I take it completely off and clean the cpu and cooler and put on new thermal paste or should I lift and move it?

Yes, remove the heatsink, clean off the old thermal paste, apply a new amount of thermal paste, and remount the CPU cooler.

How the hell is it just hanging loose?!

Did you not bother to properly mount the CPU cooler?? Like tighten the screws / mounting system??

Ok, not the best explanation. The Hyper TX3 was an absolute pain to fit. You have to make sure to put the cooler in exactly the right place and then put on a fidgety clamp (for FM2+) making sure not to knock the cooler otherwise the contact area (metal block with heat pipes running through it) doesn't sit fully on the heat spreader (it is seated and works but it hangs off the side of the cpu's heat spreader). I wasn't the one to fit the cooler and it was knocked in the process of clamping it down.
