Little computer prank?

Hello.

 

I need help pranking one of my family members and I would like to give them a scary image popup of my choice ?

How would I do this? The computer I will be using to prank will be running Windows 7. 

 

Sorry if this isn't under the right topic as I couldn't truely find a "perfect" topic.
