Canada dollar for med. to high settings? For $600? Challenge accepted. Should I include tax into price?

You aren't going to get much for $600 CAD

you could maybe wait for AM4 which is supposed to be launching soon anyways

You'd want a 4gb 380 if at all possible, and while it's not bad, you end up with a weaker motherboard/PSU going that route.

700CAD gets you an i3 + 380, an 860K is possibly going to bottleneck in some CPU intensive games, but would be fine for the most part and a bit cheaper naturally

With $600 i would buy a

- 2nd hand 1150 mobo+16GB memory+intel K-processor or hyperthreading combokit;

- 2nd hand cpu cooler;

- New 120GB SSD for your OS;
- New case (i.e. cm silencio) and psu to my liking;

- GPU whatever is available (new or 2nd hand) and to your liking.

Topnotch performance under $600,-- Skylake can never beat that. It is very hard to partpick a descent combination under $800,-- for gaming.
