computer sluggish after getting mobo back

I had a computer with dual e5 2670 and an r9 390x. it was working until i accidentaly bricked the motherboard. i sent it for repair and it came back working. however now no matter what, the computer is extremely sluggish. it plays games significantly worse then it did, and the cinebench scores are slightly lower.

Are you sure its exactly the same mobo as before?
