Random GPU throttling

I've been into computer hardware for quite a while... but, I haven't been able to solve this problem for months.

Specs are in tag, my GPU's are showing random throttling in no matter what game I play. One of my 7950's started artifact (verified by trouble shooting), I sent it and got a replacement. With crossfire enabled AND disabled, my GPU's always seem randomly throttling.

 

After replacing said 7950's, the problem seemed to lessened. But I still get the same random throttling. Artifacts have started to appear AGAIN. I have tried both cards together and separately. One card seems to be slightly "worse" than the new replacement card I got. But they both exhibit problems.

I think you would have checked this already, but are the temps high?

In Radeon Settings set "Power Efficiency" to "Off" and try again

also, are you sure it's not a temperature issue?

Yep, all temps are normal for both cards.

Well I don't know a lot but might I suggest uninstalling and reinstalling your graphics drivers and maybe your power supply is acting up it's the only two things that come to my mind

Could something be wrong with Crossfire setup? Or maybe the first card is make the second throttle. Worst case scenario, bad cooling :)

There is no problem with the temperatures AFAIK.

What is the best way to test dirty power (from the wall). I live in a older apartment and I have had things turn on and off.

"Radeon Additional Settings" doesn't open. I've always had problems with AMD drivers. Just used Driver Fusion -> AMDcleanup -> reinstall. No luck on getting it to open

I found the power efficiency setting, but I still cannot access Radeon Addition Settings.

I'm not 100% sure on how to check for dirty power but I would connect a UPS which will give you clean power

The plot thickens. The "Power Efficiency" Toggle disappears when I click it to turn it from "On" to "Off". After restarting the computer and closing Radeon Setting, the Power Efficiency toggle is on "On"

My best guess is the Power Supply is unstable and killing the cards. Something similar happens with FSP Raider Bronze units. If it's older than 4-5 years, I'd look into a digital multimeter to check voltages and see if you aren't killing cards with it

Check reach rail for odd numbers. You should have 1 rail with +3.3V, 1 with +5V and 1 with +12V - each rail can withstand a 5% offset but no more. So if the +12V rail is say 11.8 that's fine but if it's 11.1 that's not fine
