I am painting my n64 controller for the second time, cuz the first time a few years ago a messed up really bad.  I am going to start by removing the paint from last time rather than just painting over because its very patch and some of it sticks up.  My understanding is to wash it, sand it, use primer, paint, then some sort of gloss coat, but i was wondering if anybody had any tips that a beginner might not know, or if i'm missing a step, or if the primer is even necessary.

That sounds about right you will want to make sure to clean everything really well beforehand and a clear coat is optional but for a controller since it will get a lot of wear isn't a bad idea. washing it is an important step.  if it has permanent marker on it anywhere it will bleed through the paint.  also wash it again after sanding it.  You can probably skip primer for a n64 controller, the plastic holds paint pretty well.  also you'll want higher grit sandpaper, ala 500 or higher.  I find the best results with 2-3 coats of paint, and then clearcoating as a final coat.
