Check windows sound mixer and make sure everything is at 100%?

Whenever I watch a video on YouTube or Vessel the video is really low even at 100% Volume, but my headset and sound card aren't the problem because everything is normal on Microsoft Edge and other browsers. I even re installed Chrome and I still have the problem. Any ideas?

I did this once and I thought it was a glitch. It trolled me for like 2 years. Dammit, sound mixer.
