Unusually high CPU usage when moving mouse?

For some reason moving my mouse makes my 4th CPU core jump up to around 100% when moving it over empty space on my desktop. It doesn't seem to do it anywhere else other that empty space on my desktop. I know USB mice do consume some CPU cycles unlike PS/2 but this seems a bit ridiculous. Maybe it's a Windows bug.

I know a virus can do many stupid things but it only happens on empty desktop space, if I open chrome or anything it's fine.

Scan your system, I'd recommend Avast! and malwarebytes (scan with both)

G700S. I have it set to 1000Hz polling but I tested it at  a lower polling rate and the same thing happens. I looked into it a bit more and it's explorer.exe causing the problem and it doesn't do this weird behavior at all when it's over something like taskmanager or the taskbar at the bottom.

That's not my problem though. It's a huge waste of CPU resources when if it doesn't seem to be a problem.
