Problems With CPU

So this has happened to me before, but I forgot how I fixed it. It was the kind of thing where I just changed a whole bunch of settings and it magically fixed the problem. Anyways, my computer is super slow. For some reason it only uses like 2% CPU to do everything. I have a G3258 Pentium and a ASRock Extreme 3 mobo, help.

Check your power plan settings in the control panel. Set it to high performance and then edit the plan, check cpu max state.
