its not looping tho it boots second time with 0 probs.

I used to have that problem it was my power supply but then again I had a 1999 power supply and a 2009 mobo and cpu so the decade of differnce make some problems what is your build? I might need exact details like amps and wattage of your power supply

maybe the motherboard then, but either way I recommend trying to get your hands on a psu and and testing it on your system because I had the exact same problem as you.

If you completely doubt me, in which case good for you but that only makes you that much more of a hard headed person, try rewiring your system completely head to toe and make sure all the pins from your power supply are not only making contact with the pins in the mob and such but make sure they are plugged in all the way.

everything is connected. I have 550 watts when I maybe use 400 with everything running and fans full. it is overclocked, but has been for months.

Yes I understand that. But what I mean is that your power supply may be overheating and over time has been declining in health or it has lost the correct amps to sustain your system.
