GPU Utilization 50%?? 40fps???

Hi, I have just built my new pc and it is performing well other than the fact that the gpu utilization in games is only like 50% and I only get like 30fps in minecraft with shaders. I thought my cpu was bottlenecking but its utilization isnt 100%. I checked the settings in nvidia control panel and I made it choose max performance but still same thing. Somebody please help me.

PC Specs:

AMD Phenom II 3.0 ghz 4 core processor

Nvidia Geforce GTX 970 Windforce Edition

16gbs of ddr3 hyperx fury 

750w psu 80+ bronze certification

Gigabyte 970A-DS3P Motherboard

120gb sandisk ssd plus

No It is set to unlimited. But it's not just minecraft either. Every game I play never ever ever ever even gets close to using 100% of the GPU.

CPU is bottlenecking your GPU, may not seem like it, but consider it.. that CPU is half the speed of a FX-6300, and my friend with a 6300 and a 970 gets bottlenecking issues..

It's very likely your CPU, right click the graph in task manager > change graph to > logical processors.

Minecraft can't use all of your CPU, so a few of your cores might be completely used while others are almost idle.

That's what I was thinking but when I started web searching everybody kept saying that in order for it to be a cpu bottleneck the cpu must be running at 100% usage.

First, nice pictures  a lot of people on this forum can't post a screenshot of their desktop let alone crop it.

 

Check the other graphs in MSI Afterburner and see what is maxed out

Looks the same as what task manager showed. What about the OTHER graphs? (there are like 30)

OMG I think I figured it out, or I'm just saying nonsense lol. But this processor has 2 locked cores right? I don't have them unlocked so I am only using the 4 cores. So do you think that because those 2 cores that are locked are idle that the cpu is displaying as not being 100% used?

Lol interesting theory, but no. Like I said, it doesn't matter what the overall usage is, but what each core is at. One or two cores being maxed would explain it, but it doesn't look like they are.

 

Oh, and how are your CPU and GPU temps?

Very good, I have a real nice cooling system and neither of them heat up at all. GPU maxes out at 60 C in minecraft. CPU maxes out at like 45 C

If you replace your CPU with an AMD FX-8370E you will see a large performance boost.

Yes it means spending money again but it means you will have a balanced system, and then your GTX 970 can stretch it's legs.

I believe it is just the processor, it is very very old btw so it also might be reaching the end of its lifetime as well. I reused my friends cpu from years ago thats why I think it's acting like it's acting. I'm getting a Xeon E3 1231 V3 3.8ghz Quad Core Processor soon and that should fix it. If it doesn't then I will repost this topic and let you know. Thank you sooo much for all your help.
