I had the same issue. I overclocked my 6700k to 4.7 (47x100) ghz but the score in 3dmark was much lower than stock. I had no thermal issues, max 58 °C with Fans at 200 rpm. I have a custom waterloop. I noticed that in some moments in 3dmark the cpu was around 1.7 ghz. In 3dmark have you three scores that define the final score. The cpu score was higher then stock but the graphics score and cpu + graphics combinded was lower than stock cpu speed. Later on i disabled intel Eist and C1 state in bios and the problem was solved, the 3dmark score was much higher now. I think the system tried to save energy when 100% cpu power was not needed. i didnt know that such a stupid setting in the bios can affect the score that much. And Linus didn't even mention to disable cpu power saving while overclocking his 6700k.
