If i set a ram that has an XMP profile of 1600mhz to 1600mhz without activating XMP will all the other values like cas and ras be set like in the XMP profile on an Asus z97-a. The reason I want to know this is because XMP changes some powersaving features that are on auto to something else without displaying the information. This afects my cpu performance as it makes it go at a faster frequency but use more wattage an I don't want this to happen but I want the ram to run at 1600 with its appropriate timings.

sure nothing wrong with entering frequency and timings manually. xmp does only set primary timings and frequency. depending on what ram youre using it changes your bclk too. if the bclk is running higher than 100 its running a higher cpu clock since it doesnt change your multiplier accordingly. (40x100 = 4000mhzstock. with xmp it maybe something like 40x105=4200mhz) 

 

so either enter your frequency and primary timings manually or use xmp and set your bclk back to 100. nothing wrong with any of those methods as it ends up being the same.
