For one of those cards, no, you don't need 750w.  Frankly it likely would run on 500w, but 600 gives you a bit of margin for error.

My current recommendation for a good power supply that doesn't break the bank while still being good is this one:

http://www.amazon.com/EVGA-BRONZE-Continuous-Warranty-100-B1-0600-KR/dp/B00EON40CS

$45 gets you a nice power supply that will be plenty for any single GPU card.

You won't need 750W. A 550W can run a R9 390 fine, 650W for some headroom.

I recommend EVGA's G2/GQ series. Stay away from the NEX (B1,G1) and the *00B series.

recommended power supply needed its said in the  MSI AMD Radeon R9 390 box and manual is 750w...

but you said its only needed 600w?

Manufacturers like to exaggerate power consumption since they want to eliminate any chance of failure that may get them blamed for it.

600W is fine. 750W is overkill.

The Cooler Master V650 would be a good choice: http://www.lelong.com.my/cooler-master-power-supply-v650-650w-rs-650-amaa-g1-uk-castleit-K1567653-2007-01-Sale-I.htm

If you want to invest in a 750w, the Seasonic M12II SS-750AM for a little more: http://www.lelong.com.my/seasonic-power-supply-m12ii-bronze-750w-ss-750am-castleit-K1336442-2007-01-Sale-I.htm

On the upper-end of your budget, you could get a high-end Corsair RM650x. It offer great electrical performance, build quality, functionality (all black, fully modular cables), a very quiet operation, etc. It also seem that the warranty had been updated to 10 years as well (this includes for those who already bought the RMx).

It's a good PSU, although not quite up there with Corsair's RMx series.

You should be fine.

It's a higher wattage V650, so yes, it's good. Here's a review on it. https://www.techpowerup.com/reviews/CoolerMaster/VSM750/1.html

I would personally go with the RMx, but in the end, that's up to you.
